of funding and allowing rich tax cheats to get away with it, I'd rather see the IRS chief redirect audit effort to catch cheats where it matters the most.

The bottom 60% of taxpayers represent 5% of total taxes paid. The audit rate of this group should be EXTREMELY low and only in cases where an algorithm predicts a very high chance of fraud. People with incomes over $1M represent just 0.3% of taxpayers (~400K total) but more than 25% of tax revenues. Hell, audit 25-50%+ of this group. You could probably eliminate half of this group as being predominantly W2 and 1099-int / 1099-div reported income and thus very low risk for fraud, which would mean you could effectively audit EVERY high income taxpayer with a realistic possibility to cheat.
